Siting of CCTV Cameras & Image Quality

Avoid positioning cameras that capture recognisable or identifiable images of persons outside of your intended & justifiable surveillance area.

Ensure that your CCTV system produces clear images that are fit for purpose. The Home Office Scientific Branch recommends identifying the needs of a CCTV system by using four categories which relate to the vertical screen height that would be required to display the entire image of an individual.

Consider how many pictures per second and the image quality that you wish to record, in order to achieve the purpose of the system.

Detecting 10%: to detect the presence of a person in the screen, without needing to see their face.

Observation 25% to enable observation of a person's interactions and associations within a scene.

Recognising 50%: to recognise somebody you know, or determine that somebody is not known to you.

Identifying 100%: to record high quality facial images which can be used in court to prove a person’s identity beyond reasonable doubt.
